Dungeness Pertinax (pronounced /ˌdʌndʒəˈnes ˈpɜːrtɪnæks/ [DUHN-juh-NESS PER-tee-nax]) was a Cyclodorean and the former First Citizen and as such ruler of the Cyclodorean Empire. He was killed by Admiral Ames when he found the First Citizen greedily hoarding gold inside of a vault under the Senate Pavilion while his people barely had anything, and also assumed that the deaths of his squads, who had been dispatched to find and save Pertinax, had been killed by the Pertinax himself, despite voice reports from the various squad leaders indicating that their demises were faults of their own.
